Harassment often stems from real or perceived characteristics, including but not limited to race, ethnicity, gender, religion, sexual orientation, physical or mental ability, and socioeconomic status. In contrast, bullying is characterized by threatening and intimidating actions that occur repeatedly over time, with the explicit intent to cause harm. It involves unwanted behavior that reflects a real or perceived power imbalance.
